How Does Weatherization Work?

  1. A certified CEC inspector will perform an energy audit of your home or multifamily building.

  2. After the audit, CEC will analyze the results, and go over with you a list of recommendations that are guaranteed to lower your energy bills.
  3. An experienced CEC team will install the energy efficiency recommendations.
  4. When completed, a trained CEC post-inspector will visit your home or multifamily building to make sure everything has been installed according to the original plan.

Benefits and Savings

On average, weatherization saves consumers 32% on their heating bills.  But some tenants would say, “I don’t pay my heating or electricity bill.  Why does it help me?”  Weatherization doesn’t just lower bills, it also increases comfort.  Plugging air leaks and increasing insulation makes rooms more comfortable by reducing drafts and hot and cold spots.

The cellulose insulation used by CEC is pest resistant.  Pest droppings have been proven to be a leading cause of asthma, and by getting CEC weatherization, your home will be less susceptible to inducing asthma attacks.

Typical Weatherization Improvements

CEC exclusively uses recycled cellulose insulation to keep homes warm, and never uses abrasive pink fiberglass insulation.  Not only is cellulose denser, warmer insulation, but it is also 100% fire resistant, resistant to pests, and made from almost 100% recycled materials.  Read More.

Eligibility for Subsidized Service

Households with incomes at or below 60% of state median income are eligible for assistance. Program services are available to both homeowners and renters, with priority given to senior citizens, families with children and persons with disabilities.

Info on the Weatherization Assistance Program and EmPower

The Weatherization Assistance Program (WAP) is a program of the Department of Energy, and administered in New York by the Department of Housing and Community Renewal (DHCR).  Weatherization is provided to income eligible families and individuals by local providers.  CEC is the local provider for large parts of Queens and Brooklyn.

EmPower is a NYSERDA program that will provide free appliance and lighting replacements to income eligible families and individuals.  Inefficient appliances are replaced with EnergyStar models.

Frequently Asked Questions

I live in a multi-family building.  Does my whole building have to be weatherized, or can I get it for just my apartment?

Speak with your landlord.  CEC performs weatherization for entire buildings, and cannot do just one apartment.  But by improving all of the apartments, it ensures that poor insulation in one apartment does not effect another.

I currently live in a rent-controlled apartment.  Will my landlord be allowed to raise my rent if we get Weatherization?

If your building gets subsidized service through the Weatherization Assistance Program (WAP), the landlord is not allowed to raise your rent.
