Community Environmental Center (CEC) and WAP

Community Environmental Center is the largest supplier of weatherization services under New York State’s Weatherization Assistance Program (WAP). CEC provides Weatherization for 1-4 family homes and multifamily buildings in specific areas of Brooklyn and Queens.

As an individual, you are eligible for weatherization at no cost if someone in your household

  • Has an income lower than 60 percent of the New York State median: Under $34,128 for a 2-person household; under $50,184 for a 4-person household
  • Or if they receive food stamps, public assistance, Supplemental Security Income (SSI), or Home Energy Assistance (HEAP)
  • Priority is given to senior citizens, families with children and persons with disabilities

The Weatherization Assistance Program (WAP) is a program administered by New York State Homes and Community Renewal (NYSHCR) to keep you warm in winter, comfortable during the summer and save you money on energy bills the whole year. Funding is provided by the Department of Energy and the Department of Health and Human Services.

What is Weatherization?

Weatherization means

  • Adding insulation to walls and attics, and sealing drafty areas around windows and doors.
  • Replacing old, inefficient appliances with new, energy-efficient ones and installing energy-efficient light fixtures.
  • Up-grading smoke detectors and carbon monoxide detectors.

Finally, Weatherization means

  • Your house or building will be warm in winter and cool in summer
  • Your electric, gas, oil, and water bills will go down
  • Your comfort and safety will increase

I rent an apartment in a multifamily building. Can I receive Weatherization just for my apartment or does the entire building need to receive Weatherization?

I live in a rent-controlled apartment. If my building receives Weatherization under this program, is my landlord allowed to raise my rent?

  • Or if they receive food stamps, public assistance, Supplemental Security Income (SSI), or Home Energy Assistance (HEAP)
  • Priority is given to senior citizens, families with children and persons with disabilities

As a building owner or manager, your apartment house is eligible for Weatherization if 66% of the residents qualify for WAP.

How does weatherization Work?

Step 1: A certified CEC inspector visits your home or building to perform an Energy Audit, which will find out the amount and kind of weatherization services your home or building needs.

Step 2: After the audit, CEC analyzes the results, and a CEC representative discusses recommendations with you.

Step 3: A trained and experienced CEC team provides Weatherization for your home or building.

Step 4: After the Weatherization is completed, a CEC inspector visits your home or building to make sure that the Weatherization has been performed according to the original plan.

What does weatherization include?

Depending on your home or building’s needs, Weatherization can include some or all of the following:

  • New or repaired heating systems, including boilers and hot-water heaters
  • Superior weather-stripping and caulking
  • High-efficiency cellulose insulation in walls, attics and crawlspaces. CEC uses only cellulose insulation, which is made entirely from recycled materials. Cellulose is denser than abrasive fiberglass insulation and keeps structures warmer. Cellulose is also 100% fire-resistant and pest-resistant.
  • New ENERGY STAR® appliances
  • New health-and-safety hardware, especially smoke and carbon monoxide detectors
  • New, low-flow shower heads, faucet aerators and energy-saving light bulbs

How much time will it take for weatherization in my home?

That depends on the amount of work to be done. Once your Weatherization is scheduled, the work can take from 3 days to 2 weeks.

I rent an apartment in a multifamily building. Can I receive Weatherization just for my apartment or does the entire building need to receive Weatherization?

Under the Weatherization Assistance Program, CEC can perform Weatherization for entire rental buildings but not for individual apartments. But talk with your landlord and suggest that he or she call CEC to determine if the building is eligible.

I live in a rent-controlled apartment. If my building receives Weatherization under this program, is my landlord allowed to raise my rent?

If your building receives subsidized Weatherization through the Weatherization Assistance Program, the landlord is NOT allowed to raise your rent.
