Richard M. Cherry
President and CEO

Richard is responsible for direct management of day to day company activities, contracts and expenditures. He oversees all division managers, and reports to the Board of Directors and government liaisons. Prior to founding CEC, Richard worked for over 20 years in housing management, community development, and employment and training programs, providing legal consultation and leadership to various City-wide policy advocacy efforts. He holds a law degree from the University of Pennsylvania and has served on the Board of several not-for-profit corporations.

Kenneth L. Daniels
Director of Finance

Ken manages all fiscal operations and supporting staff. He is responsible for financial reporting and controls, budgeting, and audit oversight of independent and State auditors. Ken also advises management on business opportunities in terms of financial impact and general business planning and oversight matters. He holds an M.B.A in Accounting and is CMA-accredited. Ken contributes over twenty years of senior-level accounting and managerial practices.

Katherine Careddu, LEED™ AP
LEED™ Administrator & External Relations Manager

Kathy manages the overall documentation process for projects seeking LEED™ certification. Kathy and supporting staff work closely with project teams to establish LEED™ goals, provide guidance with regards to credit compliance, and prepare all documentation as required. As External Relations Manager, she maintains relationships with professionals in the green building community to expand CEC’s contribution to the field. She holds a Master’s degree in International Affairs from Columbia University, and offers 30 years of experience in working with engineers, architects, the U.S. Treasury Department and small businesses of all types.

Thelma Arceo
Senior Manager & Director of Technical Services

Thelma administers energy efficiency measures for 5+unit residential and commercial buildings, providing auditing, assessment, diagnostics, and construction oversight under the DHCR-funded Weatherization Assistance Program, and NYSERDA-funded Multifamily Performance Program. She holds a Master’s Degree in Energy Engineering and is a Ph.D. candidate in Energy Management and Policy at the University of Pennsylvania. Thelma offers over 13 years of experience in the fields of Energy Management and Engineering.

Richard Leigh, PH.D., P.E., LEED AP
Senior Engineer, Director of Energy Efficiency & Green Building Programs

Dick provides technical leadership for energy assessments and energy modeling under the NYSERDA-funded Multifamily Performance Program and New Construction Program. His responsibilities include management of engineering staff, subcontractor coordination, and oversight in the provision of building audits/assessments, modeling, development of energy efficiency measures, and implementation. Dick holds a PH.D in Physics from Columbia University, and is a New York State-licensed Professional Engineer. He offers twenty years of experience in the technical and financial modeling and assessment of energy systems.

Olga Lucia Souto
Director of Outreach & Program Coordinator for Family Homes Programs

Olga manages day to day program operations and supporting staff, and ensures program requirements are implemented in accordance with DHCR and NYSERDA regulations. She coordinates CEC’s in-house contracter team, while overseeing all phases of administrative and on-site work implementation, including audit review, work order preparation, client/contractor coordination, and delivery of work-site materials. Olga offers 13 years of experience in outreach programming and weatherization for family homes.

Leroy Anthony
Director of Conservation Services

Leroy is responsible for Home Performance Services and implementation of energy conservation measures for clients in one- to four-unit family homes. He also manages CEC’s green insulation services. Leroy supervises day to day operation of CEC’s contractor crew and subcontractor services, and oversees adherence to DHCR and NYSERDA regulations for family homes programs, while also contracting at market-rate for projects outside of government programming. Leroy is a degree candidate in Electronic & Computer Technology in the DeVry Institute of Technology, New York, NY, and offers over 15 years of experience in home inspection, and energy auditing and conservation.
